Abstract

Looking toward the future, the ILO will undoubtedly continue to advance the social protection floor to the degree possible through the Board and through its other endeavors, expanding further into cash transfers while retaining its position as lead UN agency for social insurance. What is less certain is whether the international consensus forged following the crisis around the need for at least basic social protection for all will continue to hold, particularly as states debate a new post-2015 agenda that will determine the mandates and resources of different UN agencies for more than a decade to come.
