He also served as Defence Advisor to the Ghana High Commission in London, 1984–1988. Lt Gen Obeng served as Deputy Force Commander for ECOMOG in Liberia, 1994–1996. He also served as Force Commander of the UN Observer and Monitoring Group (MONUA) in Angola, 1998–1999. He was then appointed Force Commander of the UN Interim Force in Lebanon (UNIFIL).
