Abstract

The author, a. resident of Lebanon, Conn., is special assistant to the Attorney General of the U. S. and has been Chief Trial Counsel for the U. S. in many important prosecutions. During the war years he prosecuted espionage in war fraud cases. He is Vice-President of the International Penal Law Society and was Executive Trial Counsel to Mr. Justice Robert H. Jackson, the Chief American prosecutor at the Nurnberg trial.-EDITOR.
