This bank was initially prohibited by its statutes from issuing notes, but from the very year of its inception the public, against the will of the Bank, used certain papers intended for the internal operation of the Bank as substitute bank notes, and in 1701 the Bank introduced instruments of payment out of which bank notes proper subsequently developed.
