Abstract

The history of the National Health Service (NHS) is nothing less than a cemetery of new visions, all born and slaughtered on the altar of party political expediency. But this present sense of transition, partly triggered by reflection over the 60th anniversary of the NHS, has propelled two ideas to the foreground of policy debate: an NHS board and an NHS constitution.
