Abstract

Electric Cooperatives are in crisis, owing to management scandals and environmental controversies. This paper argues that a return to fundamental cooperative principles is in order and can be accomplished without compromising the independence and flexibility enjoyed by management at these utilities. Suggested reforms include transparency and good-governance initiatives.
