Abstract

Rapid economic growth in China has placed an increasing pressure on the ecological conditions. As one of the effective measures, ecological compensation has been playing an important role that has received more and more attention. Being a typical case of ecological compensation, Xin'an river basin is the first transboundary pilot which could serve as the demonstrating example on watershed ecological compensation. With Data development Analysis (DEA) used as the method and network model selected as the model, this paper measures the environmental efficiency, socioeconomic efficiency, as well as the overall efficiency of this pilot. The results indicate an approximately opposite relationship between its environmental efficiency and socioeconomic efficiency. In this way, this paper connects environmental, economic and social benefits, so as to provide a reference for seeking the balanceable path of integrating economic and social development with the construction of ecological civilization.
