Abstract

This paper explores the notion of service needs from the perspective of government officials who produce services rather than that of citizens who consume those services. Specifically, the paper introduces a conceptual framework and an operational procedure that would make it less difficult for government producers to reflect the multi-dimensional and multi-directional characteristics of service needs in the process of service policy making.
