Abstract
First of all, justice should not be confused with law. While justice is the most important need, law can survive on certain elements. One of them is security which is the main issue of human history. Firstly, human being protects himself and creates the secure life then, humanity could build high values as philosophy, art and law on his secure life. Hence, security has the first place of life. Addi- tionally, to apply the law, the power is necessary. We could live in perfect legal system however if the executability of law is not exist, then justice will be only in the dreams of idealist people. The- refore, today, in the Fourth Industrial Revolution age, cybersecurity is a new area of security of in- dividuals, companies and states. Cybersecurity is the executive power in the cyberspace. And cy- bersecurity is the need, before creating or applying the excellent legal system. On the other hand, it is more difficult to regulate the cyberspace area. So legal inability could explain this situation which definition is non-eligibly and non-suitability to make, apply and enforce of legal texts, procedures and other legal issues. Legal inability is the weakness of the law. It is evident in cyberspace. There would be more problems in the next decades with quantum computers. And the main problems of International and Domestic law are shaped in the legal ability perspective. Even the regulations of Classic Law are not suitable in the Digital world, regulations of Digital Law may help in that cir- cumstances however Digital Law would also not be enough without cybersecurity. In this context, this article discusses the main issues of cybersecurity and law.
