The National Defense Scientific Research Program's Gray Clustering Evaluation Model and Its Application

Abstract

In terms of the information's inexactness and incompleteness in the national defense scientific research program's evaluation, this paper proposes the program's gray clustering evaluation model and makes application analysis. The result indicates that the model nicely integrates the advantages of the qualitative evaluation and quantitative evaluation, and can be easily used compared with the fuzzy comprehensive evaluation and weighted average method, and its results are visual and credible, which can be used as decision-making supports for the scientific and accurate evaluation of the national defense scientific research program.
