Abstract

AbstractThis paper examines the history and current dilemmas of commissioners of social care. It reflects on the development of markets in the social care field and how this has impacted on commissioners and providers alike. It considers the aims and impact of the Government's White Paper 'Our Health, Our Care, Our say' on commissioning, including the dilemmas of individualisation of budgets and greater user control, and the need for market development. It also considers outcomes, whole systems approaches, community involvement and the development of longer term commissioning strategies through improved demand forecasting. It concludes that service redesign will be key to moving towards the position the Government envisages.
