Abstract

This research is to study the model of external quality assessment and the guidelines to upgrades the quality of Thailand’s higher education, in order to be in line with the development of the quality of higher education at the international levels. The study was done from the document, in-depth interviews with 30 administrators and those concerned in the development of system and educational quality assessment of higher education level with the Office of National Standard and Quality Assessment. There are 19 main informants. From the study it is found that the model of higher education external quality assessment fourth round consisted of 3 components as followed: system of external quality assessment, standard framework of external quality assessment, and the report on the result of the guidelines in upgrading Thailand’s educational levels of higher education, in line with the development of the quality of higher education to be at the international levels. This is by using the 4 classifications of driving force model in the competition: Equal support of budget in education management, achieving the goals according to the positioning strategy group of the institution, capability to continuity of development, and being responsible in using academic autonomy of the institution.
