Abstract

Abstract The relevance of the study is determined by significant time expenditures for public transportation in Russian cities. Economic and transport researchers show that high average time expenditures along with insufficient travel convenience negatively affect the population and lead to the so-called commuter fatigue that results in decreased efficiency of workers and students. Public opinion polls show that, when assessing the quality of public transport service, passengers prioritize their time expenditures for commuting as the most important factor. This depends on time necessary to walk to a public transport stop or station, waiting times, time for transfer on other lines of urban public transport and time of commuting itself. The commuting time, in its turn, depends directly on average operating speed of the public passenger vehicle fleet. An efficient route network of the urban public transport is created with account of minimization of total commuting time expenditures of the passengers; therefore, the improvement of the route network is facilitated by optimizing all of the above factors, such as establishing a sufficient, evidence-based and adjustable to particular conditions database of various parameters including the average operating speeds of the public transport. That is why the study objective is to reveal trends in changes of public transport speeds in Rostov-on-Don using statistical methods and create a database of average operating speeds across all parts of the urban transport network. This article presents the results of creating a model of such information base on the ground of studying changes in actual values at different peak hours. The average operating speeds were separately studied in forward and reverse directions of urban public transport lines. The study results were used to improve the route network of public passenger transport in Rostov-on-Don.
