Abstract

It is time to re-check the assumptions of the energy and regulatory economists who propose major changes to traditional regulatory institutions and practices. The time is past due to challenge their vague assumptions about what constitutes effective competition, how to assess the reasonable prospects for such competition in a particular market, and what can and should be done to ensure efficient operations.
