Abstract

In contrast to the two preceding dramatic, event-filled years, few major changes occurred in the Middle East during 1992. Generally, developments in the region stemmed from long-established political patterns as well as the consequences of both the Gulf War and the collapse of the Soviet Union. Most countries in the region stepped up their military buildup in the wake of the Gulf War, shopping especially for advanced-technology weapons. The year 1992 witnessed little change in the ME, but it was a year of transition, largely due to the effect of the US election campaign in the region. Although occurring thousands of miles away, the campaign caused hesitancy in the area and its results in November created uncertainty, underlining the growing gap between the goals of the "New World Order" projected by President Bush in 1971, and the evolving reality.
