Abstract
Mexican drug cartels are more than organized crime syndicates. Cartels though largely profit motivated are congruent with terrorist organizations; their use of terroristic violence to achieve dominance and intimidate both state and non-state actors is unprecedented. Their use of such violence negatively impacts the local, regional, national, and transnational landscape in a way that equals or even surpasses known listed terrorist entities. The Mexican drug cartels have become a direct threat to the national security of Mexico and should be viewed as hybrid terrorist organizations.
