Abstract

The study aimed to assess the state of martial law implementation in Cotabato City. The study focused on the level of awareness of the respondents in terms of scope and limitations of Martial Law, guidelines of implementing Martial Law, and rights of individual under Martial Law, the level of satisfaction in the implementation of Martial Law in Cotabato City in terms of visibility of Security Measures and professionalism among law enforcers, and the problems being encountered during the Martial Law implementations in Cotabato City. The study employed descriptive design since it described the implementation of Martial Law in Cotabato City. A self-constructed survey questionnaire was administered to determine the demographic characteristics of the respondents, their level of awareness as well as their level of satisfaction and the problems they encountered during the implementation of Martial Law. The data gathered were personally tallied by the researcher using a coding sheet and encoded in a computer. The programs used were Microsoft Excel and SPSS. The result of the study shows that generally, respondents are moderately awareon the implementation of Martial Law in Cotabato City to include their awareness on the Scope and Limitations of Martial Law, the guidelines of implementing Martial Law, and on the right of individuals during Martial Law. They were very satisfiedon the Martial Law implementation particularly on the visibility of security measures and on the professionalism among the law enforcers. On the problems encountered, it was revealed that some of respondents encountered law enforcers who are disrespectful in the conduct of inspections, some utter foul words during inspections, and some experienced harassments. Other problems reported were public disturbances caused by patrolling, trespassing with respect to private properties, unauthorized searching within the private property perimeters, and that the patrolling personnel were under the influence of liquor which comprised.The CHR and the partner agencies encountered problems on financial constraints and facilities in the implementation of their mandates as well as awareness and willingness of residents or victims to stand up their right.
