Abstract
The country is presently going through one of the most dramatic stages in its history. Even though the USSR Supreme Soviet has adopted a program of transition to market relations, there are very few practical accomplishments in this area. The decree of the Fourth Congress of People's Deputies of the USSR On the State of the Nation and Top-Priority Measures to Overcome the Existing Critical Socioeconomic and Political Situation notes that society is faced with the growth of crisis processes that affect all aspects of socioeconomic, political, and spiritual life. The very existence of the Soviet multiethnic state is threatened.
