Abstract

The use by a state, a regional or an international body of political, diplomatic and economic instruments and policies in order to influence the internal and external policies of a third state is nothing new in international relations. The collapse of the USSR, however, marked a turning point as during the Cold War what was generally referred to as ‘linkage’ was used mostly as a policy tool in the context of the bipolar confrontation.
