Abstract

Since November 1998 'rehabilitation' and the role of management strategies in historic centres has become the subject of debate and analysis by the Council of Europe's technical co-operation and consultancy programme in the field of cultural heritage. This examination of different historic centres is in parallel to the programme's aims and provides evidence in the same context. The chapter focuses not just on heritage protection but also on the wider issues of management involving both the community and policy-makers and encompassing the questions of social cohesion and economic development, on the need for functional diversity and the importance of identity. The Grand Harbour area in Malta has seen repeated calls to demolish seventeenth- and eighteenth-century housing due to their poor condition. The centre of Valetta has experienced a steady socio-cultural decline due to a domination of business and commerce and the secondary consideration of community activities including the relocation of residents to outer areas.
