Abstract

In March 1989, for the first time since 1918, contested elections to a Soviet legislative body, specifically to a Congress of People's Deputies (CPD), took place in the Soviet Union. This step represents an important stage in Gorbachev's plan to restructure the Soviet political system. To what extent were these elections really contested? What were the mechanics of the electoral process? What has been the impact on the politics of the Soviet Union? Does the Communist Party have a chance to maintain its leadership role or will it be swept away by the new political forces?
