Abstract
The year 1988 marks the twenty-fifth anniversary of a structured publications control system in South Africa. In this article the author endeavours to signpost the developments which have occurred during that time. The way in which publications control is carried out in a juridically responsible fashion is also discussed. The subject of this paper is, therefore, also the limitations which the law places upon the exercise of discretion in the control of publications. The free exercise of discretion is, according to the author, simply not an issue. In the area of pubhcations control, a defined discretion may solely be exercised within the parameters set out by the law, and the author argues that publication control continues to have an important role to play in modern society.
