Abstract

Abstract This chapter focuses on Norway and Denmark, which both underwent an instant transformation from democracies based on the rule of law to authoritarian regimes during German occupation. It discusses the importance of judges and courts of the two countries to the authoritarian rulers in imposing law and order in general and combating all forms of resistance. It also mentions a legal program in Norway that transformed Norwegian society into a national socialist state. The chapter examines the role of judges and courts when a foreign authoritarian ruler puts the institutions under the extreme stress of occupation. It cites the decree of Adolf Hitler concerning the Exercise of Government authority in Norway, which was set under German civil administration under the leadership of a Reichskommissar.
