Abstract

The purpose of this study is to explicate the problems of rural planning of Asuka, which is regarded to typical of rural planning in the 1980's, by means of the application of Kobe Model which is composed of four parts. The results of the application to the four parts are as follows; 1. The problems of the Mim part a municipal plan at the stage of the implementation and management plans (1) The survival of agricultural land-use within the first-class historic landscape preservation area and the urbanization zones. (2) The delay of improvem ent projects within agricultural land zonesand urbanization zones. (3) Sprawled housing-development within the white zones in agricultural promotion areas. (4) The absence of an over-all plan for land improvement projects within the first-class landscape preservation area and agricultural promotion area (agricultural landzone) (5) The delay of improvement projects, especially linear and areal p (rojects, in the executive plan. (6) The lack of the consistency among the projects. 2. The problems of Dim part (a district plan at the stage of the implementation and management plans) (1) Small-scale and sporadical projects due to the characteristics of the preparation fund. (2) Insufficient channels for comments concerning the review of MCpmand Mim. (3) The lack of countermeasures for tourist pollution, such as empty bottles and empty cans. 3. The problems of MCpm part (a comprehensive municipal plan at the stage of the pilot and master plans) (1) Insufficient participation by inhabitants and lack of their identification with the comprehensive plan. (2) The absence of direction and priorities for zoning and the construction of each project in Mim and DCpm. 4. The problems of DCpm part (a comprehensive district plan at the stage of the pilot and master plans) (1) The lack of understanding about the necessity for a comprehensive district plan. (2) The lack of a back-up system for comprehensive district plan. An approach to solve the above mentioned problems is suggested as follows; In the first place, it is necessary to examine separately the improvement measures for the problems of the four parts. And then, in order to really solve the problems of Mim and Dim, it is important to prepare immediately both MCpm and Dcpm which will lead Mim and Dim. Finally, MCpm from the public point of view and DCpm from the view point of the lives of the inhabitants should be prepared by individuals and should have a feed-back system each other.
