Abstract

DURING THOSE CRUCIAL YEARS [3⁄4Orll •898 to •9•4 within the North Atlantic Triangle, the history of the Rush-Bagot Agreement has been almost ignored. It is strange that this is so, fbr the significance of Rush-Bagotthe primary arms limitation agreement fk)r North America seems self-evident, especially during an age when Great Britain was strategically withdrawing f3⁄4om the Western Hemisphere/ when the hegmnony of the United States was fhst being established, and when Rush-Bagot was being inf?ormally though invisibly revised to fit these fhcts.
