Abstract
Radical changes in the telecommunications environment are compelling governments to change their approach to policy formulation in the field. In this Comment the author outlines the necessary shifts in approach, and relates them to recent international events. He then focuses on the issues arising specifically from a consideration of the international dimensions, and in particular examines the implications of the Canada-US Free Trade Agreement.
