Abstract
The chapter examines the challenges the Inter-Governmental Authority on Development (IGAD) faces. It is generally perceived that IGAD is weaker compared with other regional economic communities (RECs). The weakness of IGAD is caused by three interrelated factors. These are the internal structure of IGAD, the over-reliance on foreign funds and Ethiopia's domination of the organization.
