Abstract
The question of how we should treat animals does not find agreement among the Spanish population. In the debate on bulls in Spain, this conflict is very clear. If the main arguments from an animalist perspective must be those that give prevalence to the unequivocal rights of animals to not be abused, when speaking about bullfighting, the arguments related with the distribution of competencies, the cultural topic, or the identity question, become prevalent. A highly representative example of this conflict can be found in the parliamentary debates that preceded Law 18/2013 for the regulation of bullfighting as cultural heritage. These debates may therefore be a good starting point for examining the predominance of speciesist reasoning in public discourse on the supposedly “national festival” – a discussion in which even the supposed defense of animals is made in an anthropocentric tone.

De la consideración de sus intereses o de su bienestar en el ámbito jurídico (pero también en el ámbito político y social) es un asunto tabú, o en el peor de los casos, una cuestión que produce una cierta hilaridad. Resulta un tema incómodo porque es obvio que nuestra vida (la humana) se construye sobre la vida y el cuerpo de los animales en una diversidad de ámbitos, con un sufrimiento para ellos que es considerado justificado por nosotros. Para posibilitar un examen consistente, antes de entrar a analizar el contenido de los debates parlamentarios (apartado 6 esencialmente), más que intentar realizar una revisión bibliográfica sobre los toros y la tauromaquia (que, por otro lado, es muy amplia), he preferido mostrar algunos problemas fundamentales en relación con la cuestión de los derechos de los animales, incluidas algunas consideraciones sobre el contexto español, o sobre el propio proceso de tramitación mediante ILP
