Abstract
This article analyzes a high-ranking official's attitude toward the administrative system. Governor Petr Petrovich Stremoukhov provides a retrospective description of the bureaucratic elites, their qualifications, and the rules invoked in selecting personnel to fill various positions. It also analyzes how the authorities' attitude toward society affected the governor's work (a topic of special interest in an area populated by non-Russians).
