Abstract
The new Electricity Reform has put forward new requirements for function and the market operation mode of the State Grid Corporation of China. The traditional comprehensive planning management can no longer meet the needs. Especially, in terms of investment, power grid companies should pay more attention to “precise investment” in order to achieve a reasonable allocation of resources. The comprehensive planning management under the new situation should consider the main factors affecting its investment efficiency and the relationship between the factors. This paper uses the interpretation structural model(ISM) to analyse the interrelationships among factors to obtain the reachability matrix, thereby stratifying the investment efficiency factors. Finally, the results are that the project classification and capital investment are the most important factors affecting the management of the comprehensive plan.
