Abstract

The article analyzes the influence of law and order on the presentation of evidence in administrative proceedings. It has been proven that law and order has a consolidating effect on society, acts as a guarantee of observance of human rights and freedoms. Provided that the state’s requirements for human behavior are met, the state guarantees a person protection and certain benefits. Accordingly, the higher the level of law and order in the state, the lower the level of crimes. In a legal state, the level of human protection is higher; even if certain of her rights and freedoms are violated, they will be restored as soon as possible upon application to the relevant authorities. One of these bodies is the court, the purpose of which is to administer justice in order to restore justice and legality. Each of the participants in the legal process – the plaintiff and the defendant – has the right to submit data on the basis of which the court can draw conclusions about the presence or absence of signs of an offense in the actions (inaction) of the parties and force the participants in the legal process to take certain actions. There is no doubt that the number of crimes is lower in those countries where the level of law and order is consistently high. That is why the number of appeals to court to restore violated rights and freedoms is much lower than in those countries where the level of law and order is lower. In such societies, a significant percentage of the population consciously builds their behavior in accordance with the requirements of the law, and relations in the “person – state” system are based on the principles of legality,mutual respect, recognition of a person as the greatest value of the state. It is substantiated that law and order directly affects the presentation of evidence in administrative proceedings, since: every time it increases the number of people who are consciously guided in their behavior by the requirements of the law, and, accordingly, these people do not allow violations of the law or violations against themselves by public authorities in their professional activities administration; constant development of legislation, reforming of the domestic legal system contributes to the emergence of the need for a person to deepen his legal knowledge.
