These factors have allowed Singapore to take more care of the regional conflict management than its neighbours who have, to a greater extent, been preoccupied with internal problems. Being the main architect of ASEAN's policy towards Indochina, Singapore has been forced into a mediating position between Thailand on the one hand and Indonesia and Malaysia on the other who differ in their assessment of the greatest threat to the peace and stability of the region.
