Abstract

The increase in the effectiveness of scientific and technical progress depends in large measure on the substantiation and efficacy of technical-economic norms that are used in the selection and development of new products. The decisions of the Twenty-sixth Congress of the CPSU and the decree of the Central Committee of the CPSU and the USSR Council of Ministers On Strengthening the Effort to Save and Rationally Use Raw Material, Fuel-Energy, and Other Material Resources pointed to the need for continuous improvement in the system for evaluating the technical-economic level of developed products and the intensification of the mobilizing role of technically substantiated norms in achieving savings and in using resources more effectively.
