Abstract

T HE effects of poor record practices upon administrative processes are difficult to measure with any degree of exactitude, but that the administration of justice is handicapped to a considerable extent by poorly organized records is unquestioned by those who have studied the operations of our courts and related agencies. In 1922 the Journal of the American Institute of Criminal Law and Criminology contained the following significant comment:
