Abstract

The Portuguese business fabric is made up of SMEs, which develop projects, for which they need national or European funding. Companies can use European Structural and Investment Funds (ESIF) to finance their projects. In Portugal, some ESIFs are managed locally by local development associations (LDA). This chapter makes a qualitative analysis of the state of the art and highlights the importance of local management of ESIF. It presents the case of ADREPES, in the Setúbal Peninsula, and the results achieved in the last 20 years as ESIF manager. It concludes that ADREPES, through the approach of proximity to the population (LEADER), has financed numerous companies that have created hundreds of jobs, thus contributing to the settlement of the population and the improvement of their living conditions.
