Abstract

This paper was presented at the dedication-year symposium on "Manpower for Social Welfare: Goals for 1975," held at the School of Social Service Administration of the University of Chicago on April 26, 1965. The author, who is chief of the Social Work Section of the Training and Manpower Resources Branch of the National Institute of Mental Health, is currently on leave of absence to undertake a program of study and observation at the London School of Economics and Political Science and the National Institute for Social Work Training, London, England. The views expressed are those of the author and do not necessarily reflect U.S. Department of Health, Education, and Welfare policy.
