Abstract

The city of Mosul, after the occupation of ISIS on 10/06/2014, the ensuing military operations, and military mistakes during the liberation of the city, was subjected to severe losses resulted in considerable destruction of lives and property. Where many individuals lost part or all of their human world in addition to the loss of part or all of their material world, for example, furniture, shops, wheels, vehicles.The Iraqi government has begun to open a sub-committee in the province whose task was to receive the claims of the victims, but what is noted is the delay in the performance of the committee in the performance of its tasks due to the difficult administrative and security measures on the one hand, and the delay in the payment of compensation to the victims after the completion of the procedures on the other.Hence the problem of the study to identify the implications of delayed payment of compensation on the restoration of stability in the city. The theoretical aspect of the study included the general theoretical framework, and described the work of the Compensation Department in the city of Mosul, while the field side of the study included the procedures of the field study, presenting and analyzing the results of the study, and submitting recommendations and proposals.
