Abstract

In this speech, delivered in September 2000 in Taipei, Taiwan, at the 17th International Symposium on Automation and Robotics in Construction, the chairman of the Taiwan High Speed Rail Corporation summarizes her experiences in working with the private sector on a build/operate/transfer rail project. She discusses cooperation between government and the private sector, project financing, procurement methods, and risk allocation. The way in which the build/operate/transfer mechanism can stimulate the development of a sector in a country and raise the level of expertise is described.
