Abstract

This research is done to know the effectivity of a model of social organization empowerment (Orsos) in underdeveloped region through effective management enhancement as an effort to improve social organization on social welfare services in Karimun Regency. Data are gathered through angket, interview, observation, and documentary analysis. Data are analyzed quantitatively, through comparation test (t-test) and presentation, supported with quatitative analysis. The result shows that the model is effective in improving the role of social organization in social welfare service. The effectivity of model is seen form the management capacity in social organization management, covering legality understanding, facilities and pre-facilities, management, social organization, social welfare method, management capability on program planning and implementation, and benifating stimulant assistance. It is recommended that government, especially the Ministry of Social Affairs through the Directory of Family Empowerment and Social Institution (PK2KS), needs to improve the capacity of social organization managements through training and education held by Board of Social Welfare training and Education (BBP2KS) in respective region. The implementation of social welfare service needs to invite social organization as social agent service. Social agence as an institution having authority to educate local social organizations needs to facilitate social organization network forum as communication media and partnership to improve the role and function of social organization in wider scope which is suite the local conditions. The model that has been effectively experimented needs to be socialized and diseminized so that can be reference to any entities having competition on social organization empowerment.
