Abstract

This paper is about the impacts of globalizations on changes in higher education with the aim to study the evolution of higher education planning in Iran. This subject is important since the Ministry of Science, Research and Technology of Iran is introducing a policy in the 2000 with intention of improving and upgrading Iranian universities toward independent and decentralised educational planning. Therefore, two issues are considered here: globalization effects on universities educational planning and backgrounds of educational planning in Iran's universities. By reviewing these two issues, it is concluded that there is limited opportunities for Iran's universities educational planning to cope quickly with the global changes and utilise its benefits. Results show that based on the issues mentioned here it would be necessary that the Iran's Ministry of Science, Research and Technology authorities and university administrators revise the university educational planning process.
