Abstract
In the much innovation behavior of the enterprise, the R&D activities have been occupied the most important position and played a central role. The existing studies have shown that the government actions on enterprise innovation make an important incentive for corporate R&D especially the government invested a deeper impact on enterprise innovation. R&D is not only able to produce new knowledge and information and promote enterprise innovation and R&D, and also it can help enterprises to better use the external existing knowledge, improve the digestion and absorption capacity, and increase the stock of knowledge. Thus it indirectly promotes the innovation capability development. This paper through analysis of empirical studies the government R&D investment in the corporate's R&D innovation efficiency impact, and finds that the government R&D investment plays a positive role in promoting enterprise innovation, then put forward some policy recommendations to improve the government behavior and enterprise innovation.
