Debate over the intrusion of man-made landscape elements into national parks has persisted. National Park Service officials are the most important debate participants since they translate policy into landscape elements. A survey of senior Park Service decisionmakers involved with western national parks reveals their awareness of the potential for park development to spoil the inherent scenic quality of park landscapes. Moreover, they are willing to modify traditional policy interpretation to protect scenic environments.
