Abstract

California's greenhouse gas legislation would appear at first glance to be a significant benefit to the development of renewable energy resources both in California and in neighboring states. However, the difficulties that California has experienced in implementing its renewable portfolio standard, as well as its urgent need for additional generation, may limit the state's ability to significantly increase its reliance on renewable generation.
