Abstract

The aim of this article is to highlight and discuss the impacts of National Programme for Production and Use of Biodiesel – PNPB. This programme has some unique characteristics such as the incentive to social inclusion and local development by family farmers inclusion as oilseeds suppliers of biodiesel production, in this sense this study focus on biodiesel producer acquisition of raw material from family farmers, because it receives the strongest institutional pressures from the regulatory framework of PNPB. The study shows that the raw material acquisition strategy and processes has been arranged in a direction that guarantees and support the policy goals, many times in detriment of efficiency. The response given to the programme had led to it reinforcement and continuation.
