Abstract

The priority development of the human capital in regions is a determining factor of their socio-economic development and the innovation society formation. The cluster analysis made on the basis of the allocation of indexes, characterizing the quality and the social standard of living, allowed to group the Central Federal District regions by the degree of the human capital development in them. The comparison of the obtained differences of the human capital characteristics in the regions gave the opportunity to formulate the basic directions of overcoming the negative trends in its development.
