Abstract

In 1979, Chinese television universities began reaching hundreds of thousands of students each day in study centres located at work units. A World Bank loan is now being used to expand the system. Studies of graduates' success, agreed to be the chief indicator of cost-effectiveness, have never been done on a large scale in China. Pilot studies for the television universities in Beijing and Hunan yielded promising preliminary results. Nationwide studies, to be completed in 1988, are planned as part of China's final evaluation of the World Bank investment.
