The thrust of his program is fairly clear, but the details, the specific mechanisms by which he proposes to achieve those objectives, are still emerging. Gorbachev envisages a wholesale restructuringperestroika, to use the Russian wordof the Soviet planning system. The main objective is essentially to downgrade bureaucratic processes for directing and coordinating industrial enterprises while upgrading those of a market type. Gorbachev is by no means dismantling the system of central control. He is not shifting to a completely market-type solution to the problem of socialist economic direction and coordination. He is seeking a new mix of bureaucratic and market control processes.
