Abstract

The special characteristics of satellite communication, such as thin-route adaptability, broadcast capability and distance insensitivity, make it ideal for domestic use in many of the developing countries. Unfortunately, the manner in which the international satellite system is evolving may make it increasingly difficult for those countries to enjoy the benefits of satellite communication for domestic purposes. This article argues that the International Telecommunication Union could be used in a innovative manner to make an effective, thin-route domestic satellite service available to all of the developing countries that need it.
