Abstract

The implementation of the Hague Programme is considered in the light of the evolution of the Constitutional Treaty and the Treaty of Lisbon. The global approach to migration is one of the most relevant aspects of the European migration policy. Combating illegal migration, fostering economic and legal migration, improving the admission of the high qualified migrants, adopting a “single” residence and work permit, establishing a circular migration and mobility partnership between European Union and third countries seem the main and ambitious objectives of the EU migration policy.
