Abstract

The bulk of the financial assistance provided by the European Community to members of the African Caribbean and Pacific Group of states under the Lomé Conventions has been channelled through “National Indicative Programs.” A statistical analysis of the allocation of these funds across countries (made by the European Community according to its own, unpublished, criteria) reveals that they may be related not only to a recipient's needs (as represented by population and income per capita) but also to its geographic location and to the nature of a recipient's prior association with the Community.
